Does the CAS rule actually apply to Monopoly's updated property cards?

I'm trying to figure out the best way to handle the Community Assistance System (CAS) rules when playing the modern version of Monopoly. I remember reading some older forum posts suggesting that certain property cards are exempt from the standard CAS taxes, but I'm not sure if that's still accurate. Specifically, if we acquire a property that was previously part of a 'community zone,' do we still have to pay the full CAS fee, or is there a reduced rate? Any experienced players who have dealt with this specific rule set would really appreciate clarifying the current guidelines. Thanks in advance!

Based on the current rulebook updates, the CAS fee generally applies fully, regardless of the property's previous designation. You should treat it as a standard acquisition tax.

Always check the specific card text.

I remember reading that the initial community zone properties had a reduced rate, but those rules were specific to the 2018 edition. If you are using the most recent print run, the full tax usually applies. It's best to consult the official rule supplement for absolute certainty, as these rules change frequently and can be confusing.

My experience suggests that if the property is listed as 'Community-Owned,' the tax is waived entirely. It's not just a reduced rate, but zero.

Double-check the box art.

To clarify the community zone issue: the reduced rate only applied if the property was acquired *before* the last major rule revision. If you are acquiring it now, the game assumes you are paying the current rate. If the card itself doesn't specify an exemption, assume the full CAS fee is due. Don't rely on old forum posts for this.

Just pay the full fee. It saves arguing at the table.

Does the specific 'Utility' card also count as a community zone property for CAS purposes?

I had a different experience playing with friends. We found that if we paid the tax in cash, rather than using Monopoly money, the rules were much clearer and everyone agreed on the full rate. It really helps to have a clear method for paying the fees, which seems to be the biggest source of debate regarding the CAS taxes.

The most reliable source is the current official rulebook supplement. If the rulebook is silent on an exemption for a specific property type, the default rule (full CAS payment) must be followed. This prevents disputes and keeps the game moving smoothly.
