I think it's purely random. The developers probably just use a randomized drop rate system.

I found that logging in right after the major global update (usually 8 AM EST) seems to trigger a bonus login reward. It's not guaranteed, but my luck has been much better then.

To respond to the previous post: I think the time zone issue is the main culprit. When I checked the forums, everyone was talking about EST, but my local time is PST. I'm going to try the 8 AM PST slot tomorrow and report back.
