I had the exact same issue last month. It turned out the site was running a mandatory security update, and they temporarily disabled logins. Give it a few hours and try again.

Seriously, try calling them if they have a phone number listed. Sometimes automated systems fail, and a human agent can manually reset the flag on your account. Don't just rely on the online forms.
