reply to OP: Yes, I had this exact error. I eventually figured out it was because my linked email address was marked as secondary and needed re-confirmation through a link sent to my phone number. Check your email settings!

I used a VPN and it worked immediately. Seriously, try changing your network connection entirely. It fixed my verification problem instantly.

The support chat is useless. They just give you generic scripts and never solve the actual problem. You really need to find a way to speak to a human supervisor.
